Section 372.6 - TANF and SNAP Administrator

(a) The Texas Health and Human Services Commission (HHSC) administers the TANF Program in Texas under guidance from the U.S. Department of Health and Human Services.

(1) HHSC:
(A) develops the state plan, policies, and procedures;

(B) certifies eligible children and families for benefits and services; and

(C) provides the benefits and services.

(2) The U.S. Department of Health and Human Services:
(A) approves the state plan;

(B) provides funding, guidance, and regulations; and

(C) monitors the operation of the program.

(b) HHSC administers SNAP in Texas, under guidance from the U.S. Department of Agriculture, Food and Nutrition Service.

(1) HHSC:
(A) develops the state plan;

(B) certifies eligible individuals and groups for benefits; and

(C) provides the benefits.

(2) The U.S. Department of Agriculture, Food and Nutrition Service:
(A) approves the state plan;

(B) provides guidance and regulations;

(C) monitors the operation of the program; and

(D) authorizes and manages food retailers.
