(1) In PURPA related proceedings the Authority may determine appropriate compensation for reasonable costs of participation by intervenors in any proceeding arising under those provisions of the Public Utility Regulatory Policies Act of 1978, 16 U.S.C. §2601et seq. (PURPA), which so provide. Compensation may be determined if the intervenor's participation has substantially contributed to the approval, in whole or in part, of a position advocated by such intervenor in such proceeding when they have met the other requirements set forth in this rule.
