(1) Unless otherwise specified by the Authority, each utility shall comply with, and shall require its customers to comply with, the applicable provisions in the National Electrical Safety Code and the National Electrical Code for the grounding of secondary circuits and equipment.
(a) Ground connections should be tested for
resistance at the time of installation unless multi-grounding is
used.
(b) The utility shall keep a
record of all ground resistance measurements.
(c) The utility shall establish a program of
inspection so that all artificial grounds installed by it shall be inspected
within reasonable periods of time.
