(1) Sufficient central office capacity and equipment shall be provided to meet the following requirements during the average busy season - busy hour.
(a) Dial tone within three (3) seconds on
ninety-eight percent (98%) of calls.

Surveillance Level - Dial tone within three seconds on less than 97.4% of calls
on a continuing basis indicates a need for investigative or corrective
action.
(b) Completion
of ninety-seven percent (97%) of local dialed calls without encountering an
equipment busy condition(blockage).

Surveillance Level - When the completion rate falls below ninety-two percent
(92%) on a continuing basis investigative or corrective action should be
initiated.
