A construction permit expires if the construction of the new source or modification to an existing source has not commenced within 18 months after the effective date of the construction permit, if construction is discontinued for a period of 18 months or more, or if construction is not completed within ten years of the effective date. If a construction permit expires, the applicant's authority to commence construction or complete construction of the new source or modification to an existing source is terminated.
