Standards and responsibilities for frequency of collection, specifications, and maintenance of transfer stations receiving less than 500 tons of solid waste per year, standards for collection vehicles, and transportation of wastes to permitted facilities shall be defined by the local or regional person responsible for waste management. Local governmental agencies shall ensure compliance with department rules by each solid waste facility under their jurisdiction.
