An applicant must incorporate a groundwater monitoring system into the design of the MSWLF. The secretary may require groundwater monitoring systems for other facilities. Groundwater monitoring systems must meet the applicable provisions of chapter 74:27:19.
The applicant shall submit a groundwater monitoring plan for the disposal facility to the secretary for approval. It must, at a minimum, detail monitoring systems, monitoring parameters, and monitoring frequencies.
