The power unit pulling the LCV must be of sufficient horsepower to maintain a minimum speed of 40 miles per hour when pulling fully loaded trailers. The LCV may not exceed a maximum speed of 65 miles per hour when operating on interstate highways or 55 miles per hour when operating on other highways. For the purposes of this section, enforcement tolerances are prohibited.
