An annual stack mover permit allows a stack mover to move oversized when empty or loaded. When loaded, the load may consist of loose-stacked or baled livestock feed.

The permit allows for movement on the state highway system. Movement is allowed on an interstate highway if no parallel state highway is available. When moving on an interstate highway, the stack mover shall travel in the right-hand lane and may use the left lane only as required by traffic control signing or when passing traffic that is not maintaining a speed of 40 miles per hour.

The permit is valid for daylight movement only, sunrise to sunset. Additional limitations regarding weather, route of travel, and time of movement may be placed on the permit by a permit-issuing authority.
