Unless otherwise specified, eligibility for medical assistance begins with the first day of the month the department receives the application if the applicant meets all the requirements for assistance. Unless otherwise specified, medical assistance may also begin as early as the first day of the third month immediately before the month the department received the application if the individual received Medicaid services during this period and would have been eligible to receive medical assistance if the individual had applied at the time the services were received.
