The rule-making authority for this article, which is contained in SDCL 27B-2-11, was transferred from the Department of Social Services to the Department of Human Services by SL 1989, ch 21, § 120. With the adoption under that authority of rules for developmental disabilities services in Article 46:10 by the Department of Human Services, effective February 13, 1996, the Legislative Research Council transferred this article, which applies to developmental disabilities projects, from rules for the Department of Social Services to rules for the Department of Human Services.
