Following the investigation, the department or licensed child placement agency shall submit its recommendations to the judge of the court in which the adoption petition was filed. The recommendation shall be in writing. The department's recommendation shall be signed by the secretary of the department, division director of Child Protection Services, or the secretary's designee. The licensed child placement agency's recommendation shall be signed by a designee of the agency.
