Medical assistance may begin as early as the first day of the third month prior to the month of application for AFDC in accordance with § 67:16:01:03. Determination of AFDC eligibility for possible retroactive medical assistance shall be in accordance with the guidelines established in chapters 67:12:01, 67:12:04, and 67:12:05.
