The year on a car, pickup, truck, or van shall be the year of the public vehicle identification number located on the dash or door post of the vehicle attached by the manufacturer. If the public vehicle identification number plate has been removed, secondary identification numbers must be used to identify the year of the vehicle. Prior to the removal of a public vehicle identification number written authorization from the department must be obtained.
