No advertisement may indicate in any way that a program can issue or guarantee the issuance of a commercial driver's license, imply that the program can in any way influence the department in the issuance of a commercial driver's license, or imply that preferential or advantageous treatment from the department can be obtained.
Programs that are in fact licensed by the department may in their advertising state they are licensed but may not indicate that a program is approved, sanctioned, or in any other way endorsed by the department over another program.
