No examiner, employee, or agent of the third-party licensee may accompany a commercial driver license applicant into an examining office rented, leased, or owned by the department for the purpose of taking a written or skill test driver examination given by the department.

No examiner, employee, or agent of the third-party licensee may personally solicit an individual on the premises rented, leased, or owned by the department for the purpose of enrolling that individual in a third-party testing program.
