The department shall issue a license to a third-party tester who meets the requirements of § 61:25:04:05 that allows the tester to operate an approved testing program for the classes and types of vehicles listed. The department shall issue examiner identification cards to employees of the third-party tester qualified under § 61:25:04:06.

A copy of the examiner's identification card must be displayed in the office of the third-party tester. The license issued by the department to operate a third-party testing program must be prominently displayed in the place of business of the third-party tester.

An examiner shall surrender his or her identification card to the department if that examiner becomes inactive or if the card has been revoked by the department. A license to operate a third-party testing program and examiners' identification cards are not transferable.

Each license and identification card is effective on the date of issuance and expires at the end of one year. All renewal application forms must be submitted to the department at least 30 days before the previous license expires.
