A dealer has fifteen days from the date of sale of any motor vehicle or boat to a South Dakota resident to submit the application through the on-line system, if title or MSO/MCO is available. If a title is not available within the fifteen days the dealer shall complete a report of sale on-line. Entry of the application through the on-line computer system must be made by the dealer immediately following receipt of the title. Failure to submit the application or file the report of sale within the fifteen days constitutes a dealer violation.
