A dealer licensed prior to July 1, 2008, who sells less than fifteen vehicles per year or a manufactured home dealer who sells less than five homes per year and who does not have access to a computer at the principal place of business may apply to the department for an exemption from having to use the on-line computer system. If the exemption is approved the dealer shall submit a report of sale within fifteen days of the date of sale to the purchaser's county treasurer along with a $5 fee.
