Within seven days after an election a party shall serve upon all other parties and file with the division its objections to conduct of the election or to the report on the election. The objections shall contain a plain statement of the grounds for the objections. The division shall rule on the objections. However, if there is a defect in making objections, the division may either dismiss them or rule on them at its discretion. If no ruling is made by the division within seven days from the receipt of the objection, the election shall be considered valid and a certification shall be issued.
