The ICF/IID shall have a human rights committee with a minimum of five members. The human rights committee shall be composed of qualified persons who have either experience or training in current practices to change inappropriate behavior of a person supported and others who have no ownership or controlling interest in the ICF/IID. Specific members for the committee must be selected from the personnel of the ICF/IID from positions deemed appropriate by the administrator and include at least one member who has training or experience with issues and decisions regarding human rights. At least one member of the committee must be a member of the community and not employed by the ICF/IID.
