Highly restrictive procedures may only be used after review and approval by the human rights committee, behavior support committee, the person supported, and the parent if the person is under 18 years of age or the legal guardian, if any, to ensure that the person's safety, welfare, and civil and human rights are protected. Highly restrictive procedures may never be used for disciplinary purposes, for staff convenience, or as a substitute for an active treatment program.
