Providers of direct HCB services must have a human rights committee or participate in a multiagency committee which ensures that each participant's rights are supported. The committee's membership is appointed and selected by the providers of direct HCB services and its composition must meet the following criteria:

(1) Committee membership must include at least one participant or a participant's representative;

(2) At least one-third of the committee's members may not be affiliated with the provider of direct HCB services; and

(3) At least one member of the committee must have training or experience with issues and decisions regarding human rights.
