If an applicant does not submit the minimum documentation required for a delayed registration of birth or if the Department of Health finds reason to question the validity or adequacy of the certificate or the documentary evidence, the delayed certificate may not be filed. The applicant shall be advised of the denial of the application and the right to an administrative hearing and judicial review.
