The department may sell lists of license holders which contain the names and addresses of persons 18 years of age or older at the time of licensure. Upon receiving the commission's approval of a specific application for a list of license holders, the department may sell lists of the license holders to the applicant that contain the names and addresses of persons under the age of 18 at the time of licensure if the commission finds that the use of the list is not for the purpose of mailing information, solicitation, or any other use of mail and advertising services for the promotion or advertisement of any form of gambling, alcoholic beverages, or offensive or pornographic matters or materials. The department may sell a license list to an applicant without seeking commission approval if the commission previously approved a license list request from the same applicant for a similar purpose.
