Free hunting permits for the sage grouse season shall be allocated to resident hunters by lottery drawing through the initial draw. Permits remaining after the initial draw will be made available to resident and nonresident hunters on a first-come first-serve basis. To be eligible, all applicants for the sage grouse hunting permits will first need to procure a valid small game or combination license.
