For each land exchange, or assembled land exchange, including a conditional land exchange, an appraisal or appraisal report shall be required as follows:
(1) Tracts with an assessed value of $100,000 or less may be appraised by a realtor registered in this state, under SDCL chapter 36-21 B;
(2) Tracts with an assessed value of $100,000 up to $250,000 shall be appraised by a licensed appraiser or a certified general appraiser;
(3) Tracts with an assessed value of $250,000 or greater shall be appraised by a certified general appraiser.
