A K-12 reading specialist program shall require the following:

(1) A master's degree with an emphasis in reading; and

(2) Three years of teaching experience in a K-12 setting.

The required courses and experiences of a K-12 reading specialist program shall meet the most recent edition of the International Literacy Association (ILA) standards for Reading Professionals.

The program shall require candidates to demonstrate the content, pedagogical, and professional knowledge and skills identified in the ILA standards and to demonstrate competency on the applicable multiple assessment measures of chapters 24:53:04, 24:53:05, and 24:53:06.
