Section 24:30:05:09 - Appeal process for unsuccessful grant applicants

If a project is not approved for funding, the state librarian shall provide the reasons for the disapproval in a written notice to the applicant.

Within 15 days after receipt of the notice of disapproval, the applicant may submit a request in writing to the state librarian for a hearing on the proposal.

The state librarian shall arrange a hearing before the State Library Board at a meeting called for that purpose or at its next quarterly meeting. The state librarian shall give the applicant 30 days notice of the hearing.

The State Library Board shall make the final decision and shall transmit the decision to the applicant within 60 days after the date of the hearing.
