The State Library shall provide to all public, school, academic, and special libraries in South Dakota general access to the services, network, and research facilities of the Minnesota Interlibrary Telecommunications Exchange (MINITEX) at the University of Minnesota in Minneapolis, Minnesota, as funds are appropriated.
