If an offer of employment is accepted by someone who is qualified to teach pursuant to § 24:28:09:53 but is not a certified educator, the employing school district or department-accredited school must state on the intent to employ form provided to the applicant for submission with their application:

(1) That the school is unable to hire a certified educator to fill the vacancy;

(2) The position to be held by the applicant; and

(3) The name of the certified teacher who will act as a mentor to the applicant.
