A Native American Lakota, Dakota, Nakota language and culture permit is issued to an applicant who:

(1) Demonstrates proficiency in Lakota, Dakota, or Nakota oral and written language and culture with recognition from a regionally-accredited institution of higher education offering a teacher education program in Lakota studies or an organization approved by both a tribal government in South Dakota and the Department;

(2) Completes a three-semester-hour methodology course directly related to teaching Lakota, Dakota, Nakota language from a regionally-accredited institution of higher education; and

(3) Is recommended for licensure to teach Lakota, Dakota, or Nakota oral and written language and culture to grades kindergarten through 12 by a regionally-accredited institution of higher education offering a teacher education program in Lakota studies or an organization approved by a tribal government in South Dakota and the Department.
