Developmental delay may be manifested in one or more of the following areas:

(1) Cognitive development;

(2) Communication development -" receptive or expressive, or both;

(3) Social or emotional development;

(4) Adaptive development; and

(5) Physical development, including fine motor, or gross motor, or both, vision, or and hearing, or both.
