When repairing, altering, and installing water conditioning and treatment equipment, the following standards shall be followed:

(1) In existing buildings or premises in which water conditioning and treatment equipment is to be installed, altered, repaired, or renovated, necessary deviations from the provision of this code may be permitted if such deviations conform to the intent of the code and are approved in writing by the administrative authority;

(2) When a building is moved from one location to another, no additional work or connection may be made unless the plumbing in the building has been reconstructed to comply with this article or may any additional plumbing work be installed in a building where there is defective or improperly installed plumbing until the defects have been repaired, renovated, replaced, or removed;

(3) Wherever compliance with all the provisions of this article fails to eliminate or alleviate a nuisance which may involve health or safety hazards, the owner or the owner's agent shall install additional water treatment equipment as necessary to abate the nuisance.
