A license may not be granted unless the applicant designates in the application one or more persons who own a substantial interest in the corporation, partnership, or association and will represent the licensee as a qualifying licensee. In addition, the application must designate a person who will be the manager or agent for the licensee. The manager or agent is the person whom the commission or its agents may contact on behalf of the licensee.
