Before filing a complaint with the commission, the public utility, applicant, or interconnection customer shall first provide the other party and commission staff with a written notice of dispute. The notice of dispute may describe in detail the nature of the dispute and a proposed resolution. If requested, commission staff may assist the parties in informal resolution. In the event the parties are unable to resolve the dispute within 30 calendar days or other period as the parties may agree upon by mutual agreement, the complaining party may formally file a complaint with the commission according to § 20:10:01:08.01.
