The commission shall assign an N11 dialing code to an application which will provide the most direct and substantial benefits to the public if the application is complete and meets the criteria established by this chapter for the assignment of such codes. If two applications for a particular dialing code propose to provide services which the commission finds are equally beneficial to the public, the commission shall assign the N11 dialing code to the application filed earliest.
