When ownership or control of a utility is changed, when a utility or a part of its business is transferred from the operating control of one utility to that of another, or when its name is changed, the utility which will thereafter operate the utility business must use the rates, classifications, and regulations of the former operating utility unless otherwise authorized by the commission.
