Any application for a new rate, fare, or charge filed with the commission shall include statements of facts, expert opinions, and substantiating documents and exhibits supporting the change requested. The application shall also state the change proposed to be made in the rates then in force and the time when the new rates will go into effect. The commission may request additional information, statistics, and data that the commission deems necessary for its investigation.
