The secretary shall be responsible for the filing of notice and proposed rules with the secretary of state, publication of the notice to the public, and the submission of copies of proposed rules to the interim rules review committee, code counsel and the attorney general. Upon adoption of rules, the executive secretary is delegated the responsibility of filing a copy of the rules adopted, certified by him as a true and correct copy, a certified statement of the fact and means of publication, and an endorsement of the attorney general's and code counsel's approval with the secretary of state.
