The commission or hearing officer may allow any person beneficially interested in the controversy to intervene in a contested case hearing upon filing with the executive secretary, no later than the hearing date, a petition conforming to § 2:01:04:09. Such petition in intervention shall also state which side of the controversy at issue the intervener is supporting.
