On any application, or other request permitted under these rules or SDCL 1-26, the executive secretary shall make an initial recommendation of whether to grant or deny the relief requested. Such recommendation shall be made no later than 30 days after the application has been submitted. This time limit may be extended if a written request stating good cause for such extension is granted by the chairman of the commission and written notice of such extension, including the length of the extension is given by mail, to the applicant.
