The council shall publish once each week for two consecutive weeks a notice setting forth vacancies that will occur by completion of the terms of the council members. The last publications may not be less than sixty days nor more than ninety days before the election date. The notice must state the time and place where nominating petitions may be filed for the vacancies. The notice must be published in at least three newspapers of general circulation in different parts of the state.
