If the secretary approves the application for guaranty, wholly or subject to conditions, the office shall issue a conditional approval of guaranty. The conditional approval shall stipulate any conditions that must be met before a final guaranty is put into place, including the maximum amount of the guaranty and the maximum time allowed for purchase of the livestock.
