The secretary or the secretary's designee shall notify the applicant and the lender, if applicable of the decision in writing within 30 days after the date the office received the application. If the decision is to deny the application, the reasons for the decision shall be included in the notification. If the approval is conditional, the recommended modifications shall be included in the notification.
