The commission shall evaluate a grant application on the following criteria:

(1) Compatibility of the district's projects with the plan established by the conservation commission pursuant to SDCL 38-7-5, and the district's long-range plan;

(2) Progress on prior projects for which grants have been allocated to the conservation district, the status of progress reports on those projects, and general accomplishments over the past three years;

(3) The willingness of people to accept responsibility for resource treatment, long-term management, and long-term maintenance costs.

A district's long-range plan may be viewed at the local conservation district office.
