The commission shall encourage coordination between agencies and organizations. The division shall return to a district each application for a project that may be more appropriately funded by another agency or organization with a request that the application be submitted to that entity. If the district has already applied to the other entity and has supplied evidence of the action taken by the entity, the commission shall consider the application on its merits.
