Terms defined in SDCL chapter 1-21 have the same meaning when used in this article. In addition, terms used in this article mean:
(1) "Fair," the South Dakota state fair;
(2) "Annual state fair," the event starting the Thursday before Labor Day and ending Labor Day;
(3) "Secretary," the secretary of the Department of Agriculture;
