Terms used in this chapter shall mean:

(1) "Commissioner," the commissioner of administration;

(2) "Emergency Vehicle," vehicles of the fire department, police vehicles, and ambulance and emergency vehicles of the state, county, or city or public service corporations;

(3) "Intersection," the area embraced within the prolongation of the lateral curb lines or, if none, then the lateral boundary lines of two or more city streets or capitol complex driveways which join one another at an angle whether or not one such street or driveway crosses another;

(4) "Capitol complex," the lands owned by the state within the city of Pierre, South Dakota, which are not dedicated to the public for public streets or alleys;

(5) "Vehicle," any device in, upon, or by which any person or property is or may be transported or drawn on a public highway;

(6) "Official traffic signs," all signs and markings, other than signals, not inconsistent with these rules, placed or erected by the state or officials having jurisdiction for the purpose of guiding, directing, warning, or regulating traffic;

(7) "Parking," the standing of a vehicle, whether attended or unattended, upon a driveway or parking area;

(8) "Public officers" or "capitol police," the persons appointed pursuant to SDCL 23-3-2;

(9) "Driveway," any driveway in the capitol complex;

(10) "Parking area," any designated area in the capitol complex which provides parking for a vehicle;

(11) "Street" or "avenue," any street or avenue in the city of Pierre, South Dakota that is dedicated to the public use;

(12) "Traffic," any movement of a vehicle while using any driveway or parking area;

(13) "Careless driving," controlling a vehicle carelessly and without due caution at a speed or in a manner so as to endanger any person or property.
