Subchapter 61-87.15 - Plugging and Abandonment Requirements for Injection Wells

A. Prior to the plugging or abandonment of any injection well the permittee shall:
(1) Provide advance notice of 180 days to the
Department;
(2) Submit a revised
plugging and abandonment plan to the Department which shall include:
(a) The type and number of plugs to be
used;
(b) The type, grade and
quantity of cement to be used;
(c)
The proposed location in the well of each plug including the elevation of the
top and bottom;
(d) A description
of the placement method for the plugs. (Placement of the cement plugs shall be
by the balance method, the dump bailer method, the two-plug method, or an
alternative method approved by the Department which will reliably provide a
comparable level of protection to underground sources of drinking
water.)
(e) Well construction
design details.
B. The well to be abandoned shall be in a state of static equilibrium with the mud weight equalized top to bottom, by a method prescribed by the Department prior to the placement of the cement plug(s).
C. Prior to granting final approval to abandon an injection well, the permittee shall demonstrate to the satisfaction of the Department that the well has been plugged in such a manner which will not allow the movement of fluids either into or between underground sources of drinking water.
